A student may be considered behaviorally/emotionally handicapped when they display behaviors or emotions that interfere with their ability to learn such as defiance, anxiety, depression, outbursts, aggression toward peers or staff, etc.

Strategies for working with students who are behaviorally/emotionally handicapped can include designing positive reinforcement systems specific to the individual needs of each student; providing a safe learning environment; utilizing multi-disciplinary approaches that involve teachers, administrators, counselors, psychologists; and parent education programs.

Parents can help by staying involved in their child's education and providing support both at home and in the school setting. They should communicate regularly with their child's teacher and other school staff members so they are kept updated on their child's progress. They should also be willing to participate in discussions regarding interventions and supports that are being implemented for their child.

Resources may include mental health therapists who specialize in helping children manage emotional issues; special education programs; workshops on parenting techniques specifically designed for dealing with emotional or behavioral issues; public health services; crisis intervention teams; community advocacy organizations; and support groups for parents of children with similar challenges.
