What is TTR?

TTR stands for Technology Transfer Setting. These are agreements between government entities such as national laboratories or research organizations that enable the sharing of expertise, knowledge, technology, and resources. They can involve collaborations between several parties or be bilateral agreements between just two entities. There are several benefits to establishing these arrangements including improved access to technologies, lower costs for acquiring technology, potential for creating new markets through technology licensing or commercialization activities, better utilization of existing knowledge from government labs and institutions, growth of research capabilities in local universities and colleges, job creation among other economic benefits, and promotion of innovation in local industries.

How is it used?

In governmental settings the primary goal of setting up a TTR is to bring public-sector projects into reality faster by leveraging the collective resources of all involved organizations. For example, when setting up an agreement between a large aerospace company and a government entity such as NASA, both parties can benefit from using each other’s technical expertise while simultaneously avoiding any costly delays or project failures that could arise due to inexperience in one partner’s technology field. In addition to speeding up projects, TTRs also provide access to additional resources which may not be available elsewhere. This could include access to specific intellectual property rights which would otherwise be unavailable or cost prohibitively expensive outside the terms set out in an agreement with another party.
