Origin

The origin of the RSVN can be traced back to 1954 when President Ngô Đình Diệm formed a cabinet-level Ministry of Defense which included a navy division. In early 1955, Admiral Hoàng Hải Tần was appointed as Chief-of-Naval Operations for South Vietnam’s Ministry of Defense and was given responsibility for establishing a navy. This nascent maritime service began limited recruitment efforts and was able to procure vessels from various countries like France, Japan, Thailand, and most importantly the United States. The first ships acquired by Admiral Tần were patrol craft acquired from France in 1955 – these vessels would become known as CHICOT-class coastal patrol craft within the RSVN fleet.

Expansion

Over time, American aid enabled expansion of the fleet through acquisition of additional vessels such as destroyers and mine warfare ships along with dozens more patrol craft. As American support increased so did recruitment efforts amongst South Vietnamese youth interested in serving their country at sea or within riverine forces.
