History
REMA was formed in August 2008 by merging two different agencies within the Ministry of Land, Environment, Forestry, Water and Mines; the Natural Resources Office which dealt with land reclamation activities and the Environmental Protection Office which was responsible for protection from environmental degradation. REMA became a separate department within the government in January 2010 when it was separated from its parent ministry so that it could better carry out its mandate without interference from other entities.
The goal of REMA is to put in place strategies that allow Rwandan citizens to harness natural resources responsibly while also protecting and preserving their environment for the welfare of all citizens. In 2012, the authority released a five-year strategic plan known as ‘The Rwanda Environment Strategic Plan’ (RESP) aimed at managing and conserving natural resources through efficient resource use as well as engaging citizens in environmental sustainability initiatives. The plan set out goals such as increased public awareness about environmental issues, development of green economies, promotion of climate change resilience in agricultural production and expansion of renewable energy systems among others.
