PICOP was established in 1961 as a joint venture of the Philippine National Oil Company (PNOC) and Mitsubishi Chemicals Inc., Japan. In 1995, the government acquired full control of PICOP after it purchased all the shares held by its foreign partner. Since then, PICOP has grown to become one of the largest paper manufacturers in the country with three modern paper machines located in its Bislig City facility -allowing it to produce over 120 tons of papers per day.
