NIWA was initially founded as a Crown Research Institute (CRI) under the Ministry of Research Science & Technology in 1992 from a merger between the former Crown Research Institutes; DSIR Marine Sciences (founded 1969), DSIR Building Industrial & Engineering Sciences (founded 1927) and DSIR Inland Waters (founded 1982). In April 1996, NIWA became an autonomous Crown Entity operating as an independent business corporation. Since then NIWA has grown its staff numbers from 300 to more than 1000 scientists around the country.
