What is EMPG?

Emergency Management Program Grants (EMPGs) are competitively awarded grants that provide funding for projects that help state, tribal, territory, or local governments improve their capability to prepare for, protect against, respond to, recover from or mitigate all-hazards incidents or natural disasters. These funds can be used for various activities such as enhancing public safety efforts related to terrorism prevention and response; planning for community resilience; developing education and training programs; and enhancing emergency management systems. They are administered by FEMA's Office of Grants Programs (OGP).

Who Qualifies for EMPGs?

To be eligible to receive an EMPG grant from FEMA's OGP program, applicants must be either a State or Local Government Agency or Indian Tribal government with authority over emergency management planning within its jurisdiction. In addition, applicants must demonstrate that their project contributes toward building a comprehensive emergency management system in compliance with the National Incident Management System (NIMS) and provides a clear benefit that addresses gaps in emergency management capabilities at the local level.

Where Does the Funding Come From?

EMPG funding is allocated through FEMA’s OGP program on an annual basis based on a formula established by Congress. The amount of money made available changes each year depending on the national policy agenda as well as the discretionary budget process passed at both federal and state levels. Award selection criteria also takes into account each applicant’s ability to demonstrate how their proposed project will address existing gaps in emergency management capabilities at the local level.
