What does COTR mean in NASA

A Contracting Officer's Technical Representative serves as a liaison between the government and contractors to ensure successful completion of contract services/products on time and in budget. They also provide technical oversight on behalf of the government to guarantee that contracts are fulfilled according to stipulated requirements.

COTRs are typically appointed by contracting officers with authorization from an approving authority such as a Department Head prior to awarding the contract.
