What does AHLC mean in COMMITTEES

The AHLC is an international body comprising of representatives from the United Nations, the European Union, and major donor countries in support of the two-state solution for Israel and Palestine. Specifically, the AHLC’s objectives are to ensure that Palestinian institution-building efforts are successful and that development and humanitarian assistance is delivered effectively through coordination with both Israeli and Palestinian stakeholders, while promoting economic growth, political stability and security in relation to a two-state solution.

The AHLC consists of 11 members including representatives from nine key states who provide financial or diplomatic assistance in support of Palestinians. These members include Norway as Chair, European Union High Representative/Vice President, United Nations Special Coordinator for Middle East Peace Process (UNSCO), United States, Egypt, Germany, Russia, France and UK. Palestinian Authority Minister for Planning & Administrative Development also participates in meetings.

The AHLC meets twice a year at Ministerial level; once in Jerusalem/Ramallah and once outside the region. Furthermore, it meets three times per year on Ambassadorial level; twice in Jerusalem/Ramallah with other relevant meetings being held as required throughout the year as determined by its Chairperson or its Co-Chairs – Norway & EU High Representative/Vice President.

Primarily discussions focus on progress towards peace between Israelis and Palestinians based on a two-state solution – issues such as institution building within Palestine and ensuring effective delivery of aid to improve social welfare are discussed amongst others. Additionally it also examines possible actions both parties can take to reduce political tensions in order to improve relations between them.

During their meetings, resolutions may be passed regarding specific concerns raised by either party that impede progress or any initiatives that could further encourage cooperation between them. Any action taken by either side should comply with international law which also includes compliance with human rights provisions set forth under UN resolution 2334 (2016). These resolutions have no legal binding nature but rather serve as an advisory tool for both parties to follow when engaging with each other via diplomatic relations.

Each member has been assigned roles according to their respective interests in dealing with issues such as security coordination between Israelis & Palestinians along with providing assistance towards reconstruction & development within Gaza Strip & West Bank region; Norway serves as Chair whilst US provides expertise on security matters whilst European members contribute towards economic developments in aforementioned region
