The Belhaven Leadership Council was created in 2009 by local entrepreneur Robert Leake Jr., who noticed that there was no central body or authority coordinating the various initiatives related to improving life in Belhaven. Leake saw an opportunity for addressing pressing issues within Belhaven through an open-ended platform that would be available for members to express their ideas and opinions on development topics. He then took his vision one step further by enlisting the help of other leading figures from the area to form a board comprised of diverse stakeholders from a variety of professions and backgrounds.
