What does BCAS mean in BUREAUS

The Bureau of Civil Aircraft Security (BCAS) is a statutory body established in 1987 by the Government of India to regulate and monitor civil air transport security. BCAS is responsible for providing security clearance for all commercial and private aircraft operating to, from, within or over India. It also sets and enforces standards for the security of airports, air carriers and other civil aviation stakeholders.

The main functions of BCAS include developing national civil aviation security policies and guidelines; issuing orders and directives related to civil aviation security; monitoring compliance with these orders and directives; conducting surveillance and audits of airports, airlines and other stakeholders in the Indian civil aviation network; coordinating with law enforcement authorities on matters related to civil aviation security; providing support to states in areas related to airport security; liaising with international civil aviation bodies on matters pertaining to global aviation safety standards; and training personnel involved in civil aviation security operations.

BCAS implements comprehensive measures across both technical aspects as well as operational aspects, which include a stringent enforcement regime that ensures only authorized individuals are allowed access into sensitive areas at the airport premises such as electrical rooms, hangars etc., setting operational procedures including passenger baggage screening, searching aircrafts prior boarding of passengers, maintaining vigilance alongside x-ray scanners against any suspicious behaviour etc., ensuring regular maintenance checks being done on all aircrafts prior flight operations etc.

All commercial operators including aerodromes/airports owned by central/state governments or private entities within the country's territorial limits are required to comply with the regulations framed under the provisions of Rules 140A & 140B (Civil Aviation Requirements) issued by BCAS. This includes flights operated up to 12 nautical miles outside Indian airspace for landing/take off purposes.
