What does HRBW mean in UNCLASSIFIED

Human Rights Budget Work (HRBW) is an international human rights initiative that helps countries and communities develop evidence-based budgeting approaches to advance their human rights commitments.

The objectives of HRBW are to create a dynamic link between human rights principles, public finance and decision-making processes by utilizing existing research, participatory methodologies, experience exchange and capacity building interventions.

HRBW works by encouraging governments to ensure accountability for their economic and socially responsible policies related to human rights. It also seeks to raise awareness among decision makers on issues concerning human rights budgets, resource allocation strategies and budget allocations with regards to the fulfillment of their obligations in protecting these fundamental civil liberties.

HRBW provides various activities such as research initiatives, dialogues with governments and civil society organizations around budget reform processes, capacity building programs with government officials on budget analysis techniques as well as training workshops for civil society partners on how best to monitor budgetary allocations in line with agreed obligations on civil liberties.

HRWB differs from other initiatives in its focus on engaging both government actors and civil society organizations in the process of understanding how resources are allocated towards addressing both local needs as well as national accomplishments related to advancing international commitments on civil liberties protection. Furthermore, it advocates for effective implementation of responsibilities outlined in relevant legal frameworks which serve as instruments for protecting fundamental freedoms for all individuals regardless of gender identity or sexual orientation amongst other characteristics deemed discriminatory under national laws.
